the live project protocol is unavailable.parley-deck-cli1.38.0 ratified a new §15 — what
makes a verification valid: no verdict on a claim you own, a mandatory provenance tag on every
verdict (PRIMARY/SECONDARY/RECALL, untagged reads asRECALL), conflicts resolved by
evidence and never by counting participants, a witness requirement for exemption claims,
drafter position-change disclosure, and a steelman requirement on unanimous judgment-shaped
ideas. It also fixed a contradiction in §4.0, which listed round-1 independence among invariants
"never dropped for speed" while §11.A said there is no enforcement beyond agent discipline.
The bundled fallback carried none of that and would have handed an offline agent a protocol two
sections behind the live one. - The snapshot is regenerated mechanically from the CLI's embedded bootstrap template, with
the two header lines the skill genericizes further (Transport,Created) swapped back in —
the same relationship that held before this change, verified by diff.
Note on how this was caught
Nothing in the skill's test suite compares the bundled snapshot against the live protocol; the
SKILL.md drift check is a runtime shasum comparison that warns at session start, not a test.
The stale snapshot was found by hand after the CLI release. The integrity manifest did its job
— build-addon-manifest.js --check exited 1 with parley-deck: STALE parley-addon.json as soon
as the file changed — but that guards the payload against damage, not the payload against being
out of date. A drift test in this package is recorded as a follow-up.
