Always publish the "quote" target (FEP-044f)

Hollo currently removes quote, quoteUrl, and the fallback when authorization is pending, rejected, revoked, or unauthorized:

Always publishing the quote target could preserve the original reference and improve compatibility, while FEP-044f-aware software can still respect quoteAuthorization, as Mastodon does regardless of authorization state:

I'd like Hollo to work well with software that doesn't implement FEP-044f while preserving the quoted author's control over whether a quote is accepted.

I'm considering separate rules for quote and quoteUrl. We'd keep quote tied to the actual approval state, but could publish quoteUrl speculatively while approval is pending if the original post explicitly advertises automatic approval for everyone. That would let older software display the quote without waiting for the authorization exchange. Conditional policies, such as automatic approval for followers, would still require an approval response.

An explicit rejection or revocation would take precedence over the advertised policy, and we'd remove both fields in those cases. Publishing quoteUrl early would not mark the quote as approved internally or replace the need for a QuoteAuthorization.

There is a tradeoff: older software could display the quote before a request is rejected, and a later update cannot undo that exposure. I think limiting this behavior to an explicit everyone-can-quote policy is a reasonable compromise. I'd keep the automatic text fallback tied to approval for now.

The new behavior will be shipped with Hollo 0.10.0, the next minor release. Until then, you could try v0.10.0-dev.626, a pre-release build.
