Gateway security release

This release fixes a bug in the Lightning gateway's LNv2 payment handling that could cause a gateway to lose funds, and adds further hardening to the gateway's payment paths.

Gateway operators on v0.12 should upgrade as soon as possible. Details are withheld for now to give operators time to update.

This is a drop-in upgrade: no protocol, consensus, API or database changes. Federation guardians and wallet users are not affected. v0.11 gateways are not affected by this bug; v0.11.4 brings the rest of the hardening to that line.
