Use patchelf 0.18.0 on linux x86_64

Ubuntu 20.04 uses patchelf 0.10 by default, which has bug preventing
later versions of patchelf working, which causes problems with the Nix
packaging.

Assumes patchelf 0.18.0 has been installed in $HOME/patchelf/bin.

This should be undone once the build moves past Ubuntu 20.04.
