Global Admin Users Screen

The users screen in the Global Administration panel shows all users of all networks and all sites. While this was previously the case in the Network Administration panel, it actually didn't make too much sense there since a super admin (network admin) should not be able to see users that are not part of their network.
As soon as the Global Administration panel is active, the users screen in the Network Administration panel will only show users in the current network.
