AI Usage Bar 0.1.0

Windows x64 portable package for the tagged source revision.

The ZIP contains the shell and CLI entrypoints, user-scoped install and uninstall scripts, a package manifest, and SHA-256 checksums. This initial release is unsigned because no Authenticode certificate is configured in CI.

Verify the published ZIP with the adjacent .sha256 file before extracting it.
