ChatLog 1.14

Bump plugin version.
Add /chatlog reload command (reloads config and messages file, some changes may still require a server restart.)
Fixed some duplicate console messages.
Improve update checker and add interval to check for updates when enabled.
Allow messages to be disabled by leaving it's line blank, like so (Prefix: '')
Other small fixes and updates.

This release has only been partially tested but everything should be and does appear to be stable, I have no reason to believe anything would be broken, I've just been very busy with work, so lmk if you encounter any issues, thanks!
