Add permissions block in ci

The PR has minor updates to the github repo:

• add a permissions block to ci, as I see this is a fix to an alert under Security. This gives the least privilege to workflow.
• add a MANIFEST.in file to include requirements.txt when build the package for pypi
• edit gitignore to ignore whl files
• no updates on the library code
