docs: TxHDL by the Numbers, the repository in numbers

A tenth document, //docs:stats: lines per topic, per language and per
file, measured on September 13, 2026 at commit 0ab36f3 with wc over
every tracked file outside third_party and the lock files. The
numbers are typed in and the document says so; nothing rebuilds them
and they are not kept up to date. The script that measured,
tools/repostats.sh, is in the tree and included in the document
verbatim, for whoever wants the numbers of a later day. The document
is in the cover's table, at the end of the combined PDF, in the docs
README and in AGENTS.md, and the paper now counts ten documents.

The cover's table of documents no longer fits page one with its new
row, so section two got a sentence pointing at it, and the table sits
at the top of page two rather than at its middle.
