Summary

v3.0.0-alpha.4 failed to publish to NPM due to an issue with the release workflow. v3.0.0-alpha.5 corrects one issue in the getAgent handshake exchange (reporting the wrong FDC3 version) and FDC3 version reported by the Standard package and attempts to correct the release workflow to publish to NPM.
