chore: add npm version to engines, pin npm to 11 in CI

Description

Pins NPM to 11 in the CI so Node 22 runs don't fail anymore when submitting a package-lock.json generated on Node 24.

Editing the engines bit in package.json should also help Dependabot figure out the right NPM version to use when making a PR.
