This PR creates a VSCode task that automatically runs NPM install when a user opens the project in VSCode.
When the user opens the quickstart for the first time, they are presented with a prompt asking whether they would like for this task to run automatically or not. Additionally, another task automatically opens the project
README.mdfile to preview mode.
