PR-title check based on amannn/action-semantic-pull-request v6.1.1.

  • Format: the title must be a conventional commit (build, chore, ci, docs, feat, fix, perf, refactor, revert, style, test; scope optional), and the subject must not start with an uppercase character.
  • Ticket: a reference such as (FB-123) is optional. Set require-ticket: 'true' to require it.
  • Bot PRs are skipped.
  • Inputs: github-key is still supported and now defaults to github.token.

Breaking: replaces jef/conventional-commits-pr-action and the ticket-or-NoTicket check from v1.
