V&V Python script cannot read data file

In the input file Validation_Config_File_Test.csv, the script fails to 
read the experimental file for the Velocity plot. The first few entries in 
the column V_C in Steckler_Test_10.csv are blank.

Exp. data starts on row 5.  Corrected the value in the Config.csv file and the script
runs and makes the plot.

There is not any data for the X_Axis in the first 3 empty cells.
