Will it file a real 311 request? Not by default. create_request uses dry_run=True, and run stays in shadow mode unless you pass --post.

Do I need an X account to try it? No. simulate and chat use fake adapters.

How do I run without network? Pass --offline, which uses the bundled fixtures.
