WebBlocks UI v2.25.1

Fix labelled filter actions wrapping Apply and Clear Filters inside a single filter column. Actions now use a full-width, end-aligned row, keeping the buttons together and preserving compact field spacing.

Validation: reproduced the failure with Clear Filters; all 20 layout scenarios now pass, including an explicit same-row assertion for both buttons.
