feat(argocd): sync child apps in health-gated dependency groups

Children labeled openframe.io/sync-group (openframe-oss-tenant manifests) are now synced group-by-group during force-sync, lowest group first, each gated on the previous group reaching Healthy+Synced (5m budget per group, best-effort: automated children may converge on their own and WaitForApplications remains the authoritative gate). Unlabeled installs keep the single-pass behaviour.
