Task

Always show Manage Automations. Disable it and show a tooltip if looking at a specific team's policies and that team has no policies (only inherited policies OR no policies at all).

Condition of satisfaction

• If a team has policies but they're all inherited, the Manage Automations button should be disabled with To manage automations add a policy to this team. For inherited policies select "All teams". as the tooltip on hover.
• If a team has policies, the Manage Automations button should be enabled.
• If All teams does not have any policies, the Manage Automations button should be disabled with To manage automations add a policy. as the tooltip on hover.
