Task

Add a new filter to the hosts list for Pending hosts as specified in Figma

Allow navigating to the Host page for pending hosts(previously we didn't and made them unclickable)

Condition of satisfaction

New "pending hosts" filter added to hosts list. When clicked the hosts list is filtered by pending hosts

Hosts list allows navigating to pending hosts

Hosts page has minimal functionality for pending hosts(enough to interact with the new MDM status modal)
