1.16 CANCMDDC for testing

This is an update on 1.15 (wrongly called 1.1.15) following testing. It now supports two encoders or two controllers and a keypad. Configuration instructions are in the README file and also in the source code. The CBUS code and loco control code has not yet been tested.

Update of version 1.1.12 to compile on a MEGA 2560

I have brought a lot of the library code into the source to ensure that the correct versions of LiquidCrystal and the encode utilities are brought in. I have updated the CBUSdefs to the current version. This uses mcp_can version 1.5..1 which is in the Arduino libraries. This needs to be tested.

This release is in memory of David Radcliffe who put this code together. He died in December 2022.
