Add an apply-guarded docs target to the root Makefile and pin all workspace member gitlinks to aligned tips. This serializes docs application and keeps all flext-* members on a consistent version.

    • Run make gen WHAT=all APPLY=Y twice to reach a fixed point with no warnings.
