This release enhances the video re-encoding process with stricter FPS verification and improves configuration flexibility for video processing.

New Features:

• FPS Verification: Added get_video_fps to retrieve video framerate using ffprobe and updated reencode_video to validate both duration and FPS for existing output files, including tolerance logic for low FPS files.
• Decimal FPS Support: Updated ReEncodeSettings.fps and ReEncodingJob.fps to support PositiveFloat values. reencode_video was updated to handle float FPS and ensure GOP size calculation remains compatible. Updated docs/CONFIGURATION.md to reflect the new float type and updated the default value to 1.0.

Fixes & Improvements:

• Improved Validation Logging: Enhanced error logging when existing file validation fails.
• Documentation: Added HTTPStatusError and TransportError to the 'Raises' section of the RateLimitedAgentWrapper.run docstring to resolve Ruff linting warnings.
