⚠ BREAKING CHANGES

• worker: worker and triage dispatch no longer count panes against dispatch.cap; an explicit --on now reads HarnessOS capacity and is refused when that host has no Slot.
• config: dispatch.cap and dispatch.machineCap are removed from the schema. Delete them from ax.config.json; admission is by per-host Slots (ADR 0005).
