Connect dialog should refresh page with proper port in url

Steps to repro:

1. Connect to incorrect port:

2. Enter correct port and click connect:

3. DevTools connects to correct port. Observe error message is still there and port query param is wrong. This means that we are back to step 1 upon refreshing the page.
