launchDevTools doesn't work on Windows #583
Description
So we don't lose it, we need to apply the same fix from dart-lang/webdev#320 before VS Code can switch to using launchDevTools.
@kenzieschmoll I can patch the fix in here, but I got the impression you might be looking at making a package, so if so we'll need to ensure the fix goes there too.
