[Property Editor] Better message if are not in a widget constructor

We currently show the same message regardless of whether the cursor is in a widget constructor invocation that has no editable properties, or the cursor is not in a widget constructor invocation

For the latter case, we should show a better message so users understand how to use the Property Editor
