Check in pubspec.lock file #9541
Description
The pubspec.lock file was removed in #2620. This was before DevTools was being released with the Dart SDK. It now makes sense to ensure that we (DevTools contributors) and the LUCI builder (which creates the DevTools build that is shipped in the Dart SDK) are using consistent package versions.
