This all looks great. Some of the behavior, like the scrolling logic, seems like it would be good in a general purpose widget, but no need to extract it out until we have a second use case I guess.

Work towards #9574
Adds a basic chat interface to the AI assistant pane (hidden behind a feature flag).
To prevent the PR from being too large, currently the response is hard-coded. Follow-up will be to use the response from the Dart MCP server.
