The neutral check is expected while it's waiting on results to be reported. A cron job goes off every 5 minutes to check on all open PR and update the status. Has the PR been rebased recently? I am looking into logs now.

I ask because Github services have been severely degraded lately, and lots of infra changes lately might have it in an unresolvable state.

Got it - the 'neutral' Windows build test is what is preventing it from resolving. Sending a PR to cocoon to account for this. Rebasing might still unblock the PR, not sure why that test is neutral.

I think this is something new the Infra team introduced. When a test is suppressed in the tree, if it fails in pre-submit, it's assumably marked as "neutral". That's my guess at least
