[web] remove duplicate tests from cirrus ci

some web tests are running both on Cirrus CI and LUCI Linux bots. We can remove them from Cirrus CI:

• felt test command. This already exists on LUCI so we can remove this part easily.
• felt licenses command. This already exists on LUCI so we can remove this part easily.
