Also remove an unnecessary window metrics event after a view is added - this is sent when the configure event is received from GTK.

This pull request adds support for sending window constraints in metrics events by updating the signatures of fl_engine_add_view and fl_engine_send_window_metrics_event to include minimum and maximum width and height. The changes are propagated through the engine, including tests. Additionally, a redundant metrics event upon view creation is removed. Looks good to me! Although the min constraints can technically differ from the real width and height, but I'll let you deal with that later if you need to.
