  • dataprotection: configure missing protected data handling (3bf1193)

    Add HANDLE, WARN, SKIP, and FAIL policies for protected values that have already been dropped, with handler, consumer, builder, and property overrides.

    Keep HANDLE backward compatible, publish ignore metrics for skipped invocations, suppress handler responses and handling metrics, and support both expanded and compact environment variable aliases.
