Spec: Persistent Store (on-disk)

Define on-disk persistent store that does not affect snapshot hashing.
Scope: 64-byte header (counts/offsets/flags), ULEB128 indices, property table (KV + string pool), bit flags, optional edge-as-graph (persistence-only). Include canonicalization notes and security considerations.
