New category MiscCleanups for small cleanups that aren't really big enough individually to warrant their own config option, but can add up enough to include in the mod.

• Fix some garbage and slightly speedup ResourceFlowRequestManager when processing flow requests. This is done by adding GetHashCode() and IEnumerbale<T> implementations to the structs it uses as Dictionary<K,V> keys, preventing Dictionary from falling back on ValueType's default reflection based implementation for that data.
• Fix some garbage generated by reflection when MessageCenter recycles a message object by generating precompiled delegates to clear the message. (Ironically, the recycle process was creating more overhead than creating brand new messages would have done.)

Note: These optimizations are in the prepatcher dll, so be sure to manually copy TurboMode.Prepatch.dll to BepInEx/patchers to get them.
