ShutoffUnusedWindowHierarchies improved to fix the following issues:

• Fix escape menu not opening on the first try when opening from in-game
• Fix missing missions in the command center
• Fix some jankyness in the map/tracker/flight view switching panel when switching between places like the R&D center and back to flight mode.
• Shut off windows in a few more cases where they can be shut off.
