Minor: plan-2609-08 phases 1–4 (added byte-field alias base64, validation
errors naming the field, an accumulator that does not decode reported as a
parse result, verify --self --root, ten new resources including the
lane-A anchored bundle, --help asserted against tools/list, task-first
registry metadata) and the signed checkpoint tree size (receipt-verify
2.0.0, encoding 0.8.0, merklelog 0.4.0, regenerated goldens). Registers
on the re-provisioned lane A: rehearsal run 35597529479 passed against
the new publications log.
