Enrol this phone for unlock over the relay.

A Heartwood on firmware 0.18.0-beta.19 or later can add an unlock phone over its relays, from Sapwood, without a USB cable. The board's "ADD UNLOCK PHONE" card shows five request words derived from the one-off key this phone made, and Cambium now shows the same five words next to the enrol code. Compare them before holding the board's button: a browser's copy proves nothing, because the phone made the key. If the board says it added the phone but nothing arrives here, revoke the id in Sapwood. Against older firmware nothing changes.

• Labels: phone labels are transliterated to printable ASCII (accents and fullwidth forms to their plain base, anything else dropped), matching what the firmware accepts.
• Relay updates: relays learned from a board's relay-update message wait a random 30 seconds to 10 minutes before Cambium connects, so a new relay cannot tie this phone's first connection to the moment the broadcast reached it. Known relays connect at once, and a genuine unlock prompt's own relays are trusted straight away, so unlocking is never delayed.

Built from the tagged commit in a clean tree. CI unit and emulator instrumentation tests are green. Firmware 0.18.0-beta.19 is still a draft prerelease until its bench run.
