docs(readme): reconcile design-phase framing with implemented Milestones 1-3 #18

Problem

The public README is still framing hamma as a design-phase project even though kanon state says three implementation milestones are already complete.

Evidence

  • README.md:7-11 says Pre-alpha. Design phase. and frames the current workstream only at a high level.
  • projects/hamma/STATE.md:4-8 says Milestones 1-3 are complete and Milestone 4 (WireGuard data plane) is next.
  • projects/hamma/STATE.md:66-71 lists the completed implementation milestones explicitly.

Why this violates the bar

A public README should tell an honest outsider story. Understating the implementation state is still drift: it makes the repo look less concrete than it is and obscures what has actually been proven already.

Done criteria

  • Rewrite the README status section so it reflects the current Phase A / Milestone 4 reality.
  • Keep the pre-alpha warning, but distinguish design instability from already-landed implementation work.
  • Make the public status block legible without turning the README into a kanon mirror.
