docs(readme): reconcile design-phase framing with implemented Milestones 1-3

Problem

The public README is still framing hamma as a design-phase project even though kanon state says three implementation milestones are already complete.

Evidence

• README.md:7-11 says Pre-alpha. Design phase. and frames the current workstream only at a high level.
• projects/hamma/STATE.md:4-8 says Milestones 1-3 are complete and Milestone 4 (WireGuard data plane) is next.
• projects/hamma/STATE.md:66-71 lists the completed implementation milestones explicitly.

Why this violates the bar

A public README should tell an honest outsider story. Understating the implementation state is still drift: it makes the repo look less concrete than it is and obscures what has actually been proven already.

Done criteria

• Rewrite the README status section so it reflects the current Phase A / Milestone 4 reality.
• Keep the pre-alpha warning, but distinguish design instability from already-landed implementation work.
• Make the public status block legible without turning the README into a kanon mirror.

The status reconciliation delivered for this issue was based on a self-paired mock rather than the stated Phase A reference-server acceptance condition, so the resulting public story now overstates implementation reality.

New confirmed evidence:

• Derive every control-plane version from one truthful capability and encode TS2021 big-endian #64: TS2021 initiation version is byte-swapped and its Noise prologue/version consumers disagree; a conforming server cannot authenticate the handshake.
• Implement HTTP/2 over Noise instead of treating Noise records as control RPC boundaries #65: the post-Noise protocol omits HTTP/2 entirely and sends custom length-prefixed JSON records that tailscale.com does not speak.
• README line 9 nevertheless says TCP/TLS registration and map streaming have landed and Milestone 4 is next.
• Kanon's projects/hamma/{CLAUDE,STATE,ROADMAP}.md repeats Milestone 3 complete, stale test counts, a superseded license decision, and zero-issue/blocker snapshots.

This is not merely fresh drift after a valid milestone: the reference-compatibility acceptance criterion was never exercised by an independent oracle.

Residual acceptance:

• reopen Milestone 3 until Derive every control-plane version from one truthful capability and encode TS2021 big-endian #64 and Implement HTTP/2 over Noise instead of treating Noise records as control RPC boundaries #65 land and an independent reference-compatible endpoint completes handshake, registration, and map streaming;
• make README status state the durable truth without repeating volatile backlog items;
• correct the canonical Kanon state and roadmap;
• derive license, test evidence, and tracker counts from authoritative mechanisms rather than copying them into prose;
• require the milestone completion receipt to name the reference/source SHA and test evidence.

README.md now reads 'Pre-alpha... Phase A is active: the dictyon peer client has landed the Noise handshake, control protocol types, TCP/TLS registration, and map-streaming loop' — no longer says 'Design phase.'
