Fix: pinned-query opt-in Health warning reworded (no behavior change)

The pinned-query opt-in warning added in 2.4.1 fires on any pinned (query_id)
map with an opt-in feature enabled — the Health page can't read a pinned query's
contents locally, so it also fires after publishing has already fixed the
query. Its wording ("silently ignored, so nothing new syncs") read as a
confirmed failure.

2.4.3 rewords it to a "Pinned — can't verify locally" heads-up:

  • The message frames staleness as a possibility, not a fact.
  • The remediation points at Export Live Query Drift to confirm the pinned
    query matches the current bundled source (source_matches_bundled); only if
    it doesn't, Publish Bundled Queries → Refresh Query IDs → re-sync.

Wording only — no change to when the warning fires or to any sync behavior.
