Bump to 0.3.0 and prepare for Hex release. Add docs/0 with source_ref so
HexDocs source links resolve to the correct tag. Clean up internal ecosystem
references (Atrapos, MOBuS, Mobus platform framing) from module docs and
README so the package reads as standalone. Document the new Runner in README.
