The intro says whose decisions. Three sentences under the header: a bullet is a person's pick and says what it was picked over; what the code does belongs in SPEC.md, and a choice made while implementing is not a decision; an AI proposes a bullet and asks, it never adds or rewrites one.
The cut, delete-only. Each of the 76 bullets was read against that intro. A bullet that names what was picked over, or gives the reason, stays in its own words. A bullet that only restates the code, or fixes a number, an order or a key list an implementer chose, goes: 7 bullets deleted whole, 27 shortened, 4 folded into a neighbour, 38 untouched. Three sentences were reworded where a cut left no sentence behind, none of them a decision. Nothing was added.
Tests of the three packages pass unchanged. The per-bullet table with a reason for each verdict is in the review thread.
