Our compliance automation added a CI workflow at some point. It incorrectly uses a custom runner and tries to run JavaScript tests. I was first going to just fix the runner, because it's holding up Renovate PRs, but then I noticed the tests too so I replaced it by running `install` (and asserting success, implicitly).
