New scraper: ohioctcl_beginningofyear

Adding new ohioctcl_beginningofyear scraper since we caught court publishing opinions with 2016 dates in early 2017, which caused us to miss them. Also fixed ohioctcl_example test file. It was not failing, but the resource html changed since it was created, causing the scraper to change (look for a new table id attribute), which was causing the test file to not yield any results. It wouldn't fail, but provided no coverage.
