Bundled protobuf well-known types, and empty messages now decode.

Nghttp2.Protobuf.WellKnown.pas (new) — Pascal declarations for
Timestamp, Duration, FieldMask, Empty and the scalar wrappers. These
are ordinary protobuf messages the codec already handled; they simply had no
Pascal counterpart.

Empty messages are accepted — a class carrying [TGrpcMessage] with no
[TProtoMember] properties no longer raises EProtoRttiError. message Empty {}
is canonical proto3 and gRPC returns it constantly. Without the attribute the
original diagnostic still applies, since that is the case it was written for.

Additive: nothing that worked before changes behaviour.

Also in this release, but NOT shipped by Boss: tools/protogen/, a
.proto to Object Pascal generator (parser, emitters, CLI). boss.json has
mainsrc: "src/", so Boss consumers do not receive it - clone the repository
to use it. See doc/codegen-guide.md.
