A small fix for devices that can't be updated over the network.
WLED can be compiled without OTA updates. Those devices can't install firmware over the network, yet firmware_available() said they could, and upgrade() downloaded the whole firmware file only for the device to refuse it. In Home Assistant, that meant an update was offered that could never install.
Now firmware_available() returns False for such a build, and upgrade() refuses right away, before downloading anything, with an error that says why. The library tells from the build options the device reports. A device that doesn't report them isn't blocked.
