Adds ModelScope (Alibaba official mirror) and hf-mirror.com as download fallbacks for the Qwen3-4B GGUF model. Helps when Hugging Face is blocked by proxies/firewalls or returns an HTML rate-limit page. Download order: ModelScope -> hf-mirror.com -> huggingface.co. Requires .NET 10 Desktop Runtime (win-x64).
