Main changes:

• mostly rewritten the action logic in *manage to make it more streamlined and robust, and to fix some edge case bugs
• implemented some more string lists handling in the *common script, and moved existing similar functions to it from *manage
• re-implemented tracking of action results across the *manage and *run scripts. now after action is applied, results are tracked by directly comparing the intended firewall state with the actual state
• in *manage, implemented coherency checks between the config file and the actual firewall config
• when incoherence is detected, attempt to fix it
• improved some code comments and debug messages
• some code cleanup and improved code readability
• fixed some minor edge-case bugs
