A few minor reliability and usability improvements.

moved functions check_tlds_coherency() and find_active_tlds() to *common
output more detailed error messages when config incoherence is discovered
verify and (if necessary) fix config incoherence before applying any action
improved some error messages

moved here functions check_tlds_coherency() and find_active_tlds() from *manage
declare global variables 'unexpected_tlds', 'missing_tlds'
*run: check config coherency before performing backup of current firewall state. if incoherence is detected, avoid saving backup.
