Patch release for Telegram audio and notification behavior.
- Telegram OGG/Opus voice notes and audio documents named .oga are saved as .ogg without transcoding.
- Intermediate reasoning, plans, commands, file changes, and tool calls are sent with Telegram notifications disabled.
- Agent replies, approval requests, command responses, and terminal errors retain normal notifications.
