Initial public release of the Verifiable Agent Control Plane reference implementation.

Verified scope:

  • fail-closed intent, authority, deterministic revalidation, materialization, readback, receipt, and promotion boundaries;
  • replay prevention and hash-bound receipt-chain verification;
  • 14/14 local unit tests passing;
  • public GitHub Actions matrix passing on Python 3.11, 3.12, and 3.13;
  • private vulnerability reporting and SECURITY.md available.

Claim boundary:

  • reference implementation, not a production deployment;
  • no security certification, distributed consensus, HSM/KMS integration, or external provider/model call;
  • no OpenAI endorsement, employment, affiliation, or upstream merge claim.

Licensing: no open-source license has been selected for this release.
